It's nearly 50 frames, which is a lot for me (especially on a chat friendly emote).
I made the eyes like that only so I can put eyebrows without making him look weird.

Hmm... A nice original chat friendly emotes. So we're off to a good start. When the phone rings, it looks like a wiggle. You should give it more POP to the ring. Make it more sudden.
The "Hello?" is captured nicely. I can tell what he/she is saying. But for the "Wrong number.", it's not very readable. The last time the emote opens his mouth really wide doesn't look like a part of of "Wrong number." Mouth should not open so wide. Try studying the Wtf emote :wtf:. Some teeth and head movement could make it a bit more readable. I love the "Wtf are you?" expression with the transition as well.
The facial expressions are epic2. The only thing that looks out of place is the eyebrow. The extended body color of the emote makes it look deformed. I think you should keep the outline in place. The blinking of it could be sped up by .01 or .02ms.
The only other thing I have to add is the lengthen the delay between the last blink and the restart of the emote with the ringing of the phone. Or you could lengthen the delay between the hanging up and the blinking.
Although since this is to be used in chats, it might not be a good idea to do so, but if it weren't then the phone hanging on the wall would be a nice touch. And when he picks it up, he should punch a button or something to pick up. ;P
